تتعامل الفئة الثانية مع الإجراءات والمبادئ التوجيهية المعيارية. الإجراءات الشرطية والقضائية النافذة، سواء من حيث الفرص المتاحة للضحايا للإبلاغ عن الجرائم، أو الالتزام بإبلاغ السلطات بمثل هذه الجرائم من قبل أشخاص يعلمون عنها، أو المساعدة القانونية أو وجود دليل للأخصائيين، من أجل توحيد وتبسيط الإجراءات تتكون هذه الفئة من 13 مؤشر.

يوضع نقطة واحدة أو صفر لكلّ مؤشّر فرعي، والصفر يُعطى للبلد الذي لا يحقّق أو يستوفي متطلّبات المؤشّر الفرعي، والنقطة الواحدة تُعطى للبلد الذي ينجح بتحقيق ذلك.
